  • The 2008 application round will open on the 7 April 2008.  There are two phases for the 2008 application round:

      • schools that are well advanced in their planning will be able to lodge an application for funding by 9 May 2008 (see Section 4.2 of the Program Guidelines); and
      • schools that require a longer period of time to fully develop their proposal will be able to lodge an Expression of Interest (EOI) by 9 May 2008, with the full completed application lodged by 17 October 2008 (see Section 4.3 of the Program Guidelines).

    Applications for equipment, minor upgrade of facilities and major capital works will be accepted for both phases of funding.

    You will need to contact DEEWR to make alternative arrangements.  Information about the Trade Training Centres in Schools Program and the application process can be found:

      • by calling the Trade Training Centres Information telephone hotline 1300 363 079; or
      • by sending an email to tradetraining@deewr.gov.au.
    Unless prior arrangements have been made with DEEWR, all applications must be submitted online via the Program website.

    Information about the Trade Training Centres in Schools Program and the application process can be found:

    In the Project Budget Section of the application form, you should provide enough detail to enable DEEWR to make accurate assessments of the funding that you are seeking.  At a minimum the breakdown should identify the type and number of equipment and materials, whether it is leased or second hand, the nature of any upgrades or refurbishments; and/or the breakdown of costs of capital works, excluding project management costs.

    For capital works applications, you may wish to include information about planning already undertaken, building or design plans and feasibility studies. You should also provide information about the location of the proposed TTC, including who the owner of the site is, the actions that have been undertaken to determine the suitability of the site and the area that the proposed Trade Training Centre will occupy. If a third party owns the site, proposed arrangements to ensure the ongoing use of the site as a Trade Training Centre should also be included.

    For capital works applications, you must also include detailed information about costings including the cost per square metre; all costs you have received quotes for and how these quotes were obtained and the basis for the cost estimate (for example surveyor/architect estimates); costs associated with having the building designed and approved; construction/acquisition of new premises; refurbishment of existing premises; plant and equipment and/or other capital items.

    Government schools should ensure that you talk to your state or territory facilities officer to ensure that the costings you supply in your application will meet the necessary industry and educational standards. Non-government schools may wish to talk to the BGA in your state or territory to ensure that the costings you supply in your application will meet the necessary industry and educational standards

    Both the Application and EOI forms support zip files as attachments.  If you have issues submitting your attachments please contact the Trade Training Centres Team via the inbox at tradetraining@deewr.gov.au who will provide you with further advice on how to submit these.
    When an application form (or EOI) is submitted you also receive an email receipt confirming that the Department has received your application.  If this advice is not received within 24 hours of an application being lodged, the applicant should check with DEEWR as to whether the form has been received.  If any additional information is required, DEEWR will contact the applicant separately.
    As indicated in Section 5.7 of the Program Guidelines, all applicants will be notified in writing of the outcome of their application.

    In 2008 it is expected that applicants for Phase One funding will be advised of the outcome of the assessment process by the end of June 2008 and applicants for Phase Two funding by the end of December 2008.  From 2009 onwards, applicants for the annual round will be advised of the outcome of the assessment process in June of each year.

    Once decisions are made, letters will be sent advising applicants of the outcome of their application.

    Where an application is successful, the applicant will receive a letter from the Minister advising them that their application has been approved.  They will be asked to confirm their intention to accept the offer within two weeks.  A representative of the Commonwealth Government may also contact the applicant in relation to the offer of funding.  DEEWR also reserves the right to negotiate in relation to the final funding amount.

    If the application for funding is not successful, the applicant will receive formal written notification from DEEWR advising them of the outcome of their application and brief reasons for the decision.  The Minister’s decisions about Program funding are final.

    Unsuccessful applicants may consider re-submitting their proposal for a future annual funding round, or they may wish to develop it further before resubmitting.  Applications will not be automatically rolled forward into subsequent rounds.

    The Trade Training Centres in Schools Program is a 10 year program.  For 2008, schools that require a longer period of time to fully develop their proposal and wish to apply for Phase Two funding must submit an Expression of Interest (EOI) by 9 May 2008 (the EOI closing date) and a full application by 17 October 2008 (the application closing date).

    From 2009 onwards, there will be an annual application round.  Please refer to 4.3 in the Program Guidelines for more information.

    Yes.  Eligible schools can seek between $500,000 and $1.5 million in total over the life of the Program.  Funding will be based on the needs of each school and the quality of submissions, and not all schools will receive maximum funding.

    No, if you are submitting a full application for Phase One, you do not need to additionally submit an EOI for Phase Two for the same project by 9 May 2008.

    Yes, as long as the combined bids don’t exceed the maximum amount for which a school can apply, which is $1.5 million.  In assessing a school’s need and capacity to benefit from the Trade Training Centres in Schools Program, DEEWR will take into account whether the school has previously received government funding for Trade Training facilities. In assessing the Phase Two bid, this would include any previous Trade Training Centre funding.
    Applicants can withdraw their application at any time after submission or approval.  Applicants should contact the DEEWR hotline on 1300 363 079 and request a withdrawal form.
    Requests to substitute a new project for the original proposal will not be approved.  Requests to transfer funds from one round to another or from one project to another will not be approved. Minor variations to the timing of key milestones will be considered by DEEWR on a case-by-case basis. All requests for variations must be submitted in writing to the Program Delegate (Branch Manager, Trade Training Centres in Schools Taskforce, Department of Education, Employment and Workplace Relations,  PO Box 9880, Canberra City 2601).
